Stolen Vehicle, Outstanding Warrant: Lands End Lookout, April 25, 3:49 p.m.

Plainclothes SFPD officers were participating in citywide auto-burglary and robbery abatement operations. The operation included Northern, Taraval, Central, Southern and Mission Street crime units.

Officers were notified that a stolen vehicle was observed on a FLOCK (automatic license plate reader) camera in the area of Larkin and Grove streets. The vehicle was reported stolen out of Fresno. Several plainclothes units responded to the area. An officer observed the vehicle driving westbound on Geary Boulevard at 15th Avenue.

Surveillance was conducted and officers observed two subjects inside the vehicle. The vehicle turned into Lands End Lookout.

An SFPD drone was used to continue surveillance of the stolen vehicle and its occupants. The drone operator observed the driver exit the vehicle and enter a bathroom located at Lands End Lookout. An officer waited outside the restroom for the driver to exit.

When the driver exited the restroom, the plainclothes officer identified himself and ordered the driver to place his hands behind his back. He was placed into custody without incident.

The passenger was also detained. The passenger provided a false identity but was later positively identified. The passenger was determined to have a warrant for her arrest.

The driver and passenger were both arrested.

Malicious Mischief (Graffiti): 200 Block of 23rd Avenue, April 27, 6:18 p.m.

Richmond Station police officers responded to a report of a subject spray-painting graffiti on the side of Alamo Elementary School. A witness said she had observed an unknown subject spray-painting on the exterior of the school and had observed the same graffiti on the exterior of a nearby restaurant.

Officers arrived on-scene and apprehended the subject, who was in possession of two cans of spray paint. The subject made multiple spontaneous statements that he had spray painted on the school. A separate witness said he observed the subject also graffiti the sidewalk in front of the school.

The subject was cited and released from the scene.

Possession of a Firearm by a Prohibited Person: Conservatory West Drive and Arguello Boulevard, May 7, 12:01 a.m.

A San Francisco Park Ranger was clearing parked cars on Conservatory West Drive due to nightly park closures. The Park Ranger observed an occupied vehicle illegally parked. The occupant was sleeping in the driver’s seat with what appeared to be a firearm resting on his lap.

The Park Ranger retreated to a safe location and contacted SFPD.

Officers arrived on scene, formulated a plan to safely take the subject into custody, and were able to execute that plan. The subject was taken into custody without incident. The firearm appeared to be a Polymer 80 firearm, which did not have a traceable serial number, commonly referred to as a “ghost gun.”

A records check of the subject revealed that he is a convicted felon and not allowed to possess a firearm. He also appeared to have an active restraining order.

The subject was booked for being a felon in possession of a firearm.
