Police Blotter: Richmond District

Sexual Battery: 1400 Block of John F. Kennedy Drive, Oct. 23, 5:30 p.m.

Richmond Station officers responded to the Polo Field in Golden Gate Park in regard to a report of a sexual battery against a juvenile.

The victim stated that during soccer practice she needed to use the bathroom. She went to the women’s bathroom and entered a stall. The suspect then entered the bathroom and sexually assaulted the victim. The suspect then fled the area.

SFFD medics responded to the scene to render medical services. Numerous officers responded to the area to conduct a thorough search with negative results.

On Oct. 31, SFPD officers arrested a 19-year-old San Francisco man, identified as Dominick Valle-Buitrago, in Pleasant Hill. following the attack the previous week.

Investigators focused on Valle-Buitrago after getting a tip from a parent. Officers conducted surveillance on him while they collected evidence to establish probable cause to make an arrest.

Valle-Buitrago was booked on the charges of aggravated kidnapping to commit another crime, lewd act on a child, false imprisonment, assault with intent to commit a felony on a minor, kidnapping, sexual battery and annoying or molesting a child under 18 years of age.

Stabbing Incident: 3900 Block of Geary Boulevard, Oct. 24, 2:10 a.m.

San Francisco Police officers responded to a report regarding a stabbing.

When officers arrived on scene, they located five victims suffering from injuries associated with an assault with a possible knife.

Four victims were transported to a local hospital with non-life-threatening injuries. One victim was medically assessed on scene by paramedics for non-life-threatening injuries.

 Preliminary investigation revealed a suspect was involved in a verbal altercation with multiple individuals inside a business. The verbal altercation turned into a physical altercation where multiple victims were assaulted by the suspect with a knife.

Through the course of the investigation, investigators identified the suspect as 32-year-old Joncarlo Gutierrez of San Francisco. Investigators obtained an arrest warrant and began surveillance of Gutierrez.

Gutierrez was located near the area of Richland Avenue and Mission Street and taken into custody by Mission plainclothes officers.

Gutierrez was transported to San Francisco County Jail for his arrest warrant. 

Although an arrest has been made, this remains an open and active investigation. Anyone with information is asked to contact the SFPD at 415-575-4444 or text a tip to TIP411 and begin the message with SFPD.

Resisting, Delaying or Obstructing Peace Officer Duties, Battery: 1300 Block of Fell Street, Nov. 14, 8:58 a.m.

Park Station officers responded to the Department of Motor Vehicles (DMV) located at 1377 Fell St. for a report of a subject in a fight with security.

Upon arrival, officers located the suspect standing naked outside in front of the DMV entrance. When officers attempted to detain and handcuff him, the suspect actively resisted, causing officers to pepper spray him.

Additional officers arrived to assist. They detained the suspect without further incident.

Officers’ investigation revealed the suspect entered the DMV, attempted to assault patrons inside, and assaulted DMV security when they confronted him. CHP later arrived to take over the investigation; the suspect was arrested for sexual battery, battery on a peace officer, resisting and delaying, trespassing, and public intoxication.
