Prop. F’s mandatory treatment approach starkly contrasts with San Francisco’s 2022 Drug Overdose Prevention Plan, which emphasizes a more inclusive and voluntary strategy for managing addiction. Given the City’s limited treatment facilities and housing resources, Prop.
